Usually there are, not sure how great they are. Best bet is to get a recommendation from your current insurance company
Talk to your current agent. They most likely will have a policy.
There are insurance companies in San Ysidro before you cross. You will see them lined up on the way.
I know that when you enter Tijuana from San Diego you can buy it at the border. Call your present insurance agent and discuss it. The agent should be able to give you guidance.

There are several places just before the border advertising Mexican insurance.
